The Evolution of Conservatism
Should the Supreme Court clear the way for school choice?

by Ramesh Ponnuru

I've been reading various press releases and analyses from conservatives (and, to a lesser extent, libertarians) about the Supreme Court's Locke v. Davey  ruling. At issue was whether a state government can exclude, from a scholarship program, a student who was planning to study devotional theology. The Court ruled that it can do that without violating the free-exercise clause, and it can do the opposite without violating the establishment clause. So, in other words, states have free rein to do as they wish.

More parents turn to home-schooling
The number of home-schoolers rises in most Washington County districts as families see problems in public schools

LUCIANA LOPEZ
...
The number of home-schooled students in most districts in Washington County rose this year and could rise again next year. While reasons for home schooling run the gamut, many home-schooling families say school budget crunches -- including bigger class sizes and fewer school resources -- influenced their decision to learn from home.

"I started 10 years ago, and now everywhere I go, someone is home-schooling or someone's relative is home-schooling," said Annette Salsman of Tigard, president of the Oregon Home Education Network, who home-schools her three children: Alex, 15, Kelsey, 12, and Kira, 6. "Every year, it explodes -- there's more and more."

When there were just two small school choice programs in the nation--in Vermont and in Maine--keeping up-to-date wasn’t too difficult. Face it: Capitalism gets a bad rap these days. Executives are seen as greedy shysters who do anything to make a buck. Companies are perceived as amoral exploiters of the poor, and polluters of the environment.

The popular consensus suggests that neither can be trusted.
